I'm going to assume you're are not a native English speaker. In short, it's not a bottleneck because it's not that the creator is busy or focused elsewhere, but that he is just not producing content at all. A more detailed explanation follows, but it uses bigger words, because this was my chosen area of study in college. (Industrial and Systems Engineering, Georgia Tech, if you want to check out their material yourself)

No. That is not what "limited resources" means. People are also not waiting on those to continue progression, neither is that enough of a thing to create or be a "bottleneck". If you are waiting on those to continue progression, you also do not understand the word "progression". It seems like you are merely using a dictionary to look up meanings. I suggest looking up the words "connotation" and "denotation". It is not our fault that you do not understand the words you are using.

I don't understand why you are fixated on acting smart for knowing what a bottleneck is. One of his points in his overall post included Overgrowth quests. There is one quest that is bottlenecked because it is supposed to open up Yale. This would be progression. His overall point is there are things unfinished and it is in the game partially. It should be looked into and finished - who cares the overall theme just put your own dev twist and make it fun.

He posted unrelated content, then proceeded to talk as if it was related. I assumed he wasn't stupid and decided he just didn't know the words, and took the time to explain why it was off-topic. As much time as he spent in Exodus and as little time I spend talking to him in-game, I figured it's a fair chance he's not a native English speaker. He started getting offended, so I left some information and let it drop. He did, too. That was last night. Oh, one other thing. Overgrowth being continued and looked at more should probably get its own new thread, since (1) you're right on the money about it and (2) the last thread about it is over a half a year old, and Marza hasn't posted anything else about OG since. I think it could use the added visibility on the forums.

Back on topic, the bottleneck at this point is with Companions, From Accounting, Prophecy, and Seven Virtues just on the other side of Lower Thaz and should be eased by Upper Thaz. It'll be a little while before that becomes a problem for those guilds and may even not be a problem when that time comes.
