The XP off of light blues solo was right where it should have been previously: it gave classes that could not solo efficiently or undergeared players something to kill and still gain good XP while looking for a group or just soloing. The previous XP that was given off light blues has been cut by about 60% and I think that it's pretty excessive. Solo I now get ~1100 from the previous ~2600 from the same mob.
Now, I don't want to point fingers here, but I'm pretty sure this change was made for one specific person, and I think it's really unfortunate to penalize everyone because of this. I know of a large amount of 60-65 players that have/still go to zones to solo light blues when there are no groups, small amounts of people online, or even just casual players and this change really hits those players hard.
For normal experience this does not matter, you get a -25% area penalty and that usually deters people from hardcore farming zones out. However, with tomes there is no such penalty. I would suggest that one is implemented that would deter from such hardcore farming of light blues, such as a -25% or even -50% (about where it is after the changes today) after say one tomes worth of experience has been obtained from a zone and restore the previous light blue XP. I think this would be a great alternative solution that wouldn't penalize everyone as harshly.
