There is nothing special that happens when a number becomes negative that makes the difference between +25% and 0% any different from 0% to -25%.
Except that in the former, you're getting lots more xp than you would sans bonus, and in the latter you're getting lots less xp.
As for the current system... I would agree that the numbers drop pretty fast. No more than a couple of hours in an xp group and you're at 10%. Often less, if it's a good group. It seems to be based on % of levels. I think by the time I had done 30 or 40% of a level I was down to +10%. That's kinda quick at high levels, but at low levels it's nuts! How long does it take to go from 12 to 13 in a group in the warrens? 20 mins, maybe, with an average group? If it's going to be based on the exp you get in a zone, it seems like it would be better to scale it by level, so you don't hit negative xp modifiers in all low level zones by the time you're like level 20.
I do think basing the xp bonus on the amount of xp you get is better than time spent, though. It just needs some tweaking. In the former system, you could get huge xp penalties from raiding, or from idling in a zone. Suppose you did a few raids as you were rising in levels and wiped several times in SK, DN, First, Akheva (well, ok, not anymore), SG, MielechC, etc. You could easily get to 0% xp bonus in many if not most of the xp zones for the 60s without gaining a level total, if you were actively raiding through the 50s. I think we all know how time consuming it can be to wipe and rez a couple times, without a clicky rez.
So yeah, I think basing it on the amount of xp is a good thing; it just needs a few tweaks.
