I understand the concern to have droppable items have lower stats then the hard-to-get raid and no-drop items. However, please consider that raid items and other high level no-drop items in question are pretty much impossible to get for the average player.
Having a mod 2.5 Drum has been critical to my game play. Having a 2.6 mod pristine drum has not. Having a 1.0 mod drum kinda sux'd because it took so terribly long to kite anything with it.
Suggestions:
1. Implement a Drum, Flute, and Horn quest equal to the the Starfall Lute quest. Starfall Lute quest is an excellent quest, one of the best in game in my opinion. Maybe dancers drum and fribbit flute should have level restrictions, or something.
2. Drop the whole Pristine thing all together. Good concept but in actual application isn't working out like anyone hoped, I my opinioin.
3. If this is really a problem increase the stats on the rare drops that Uber Bards can get, rather than nerf the stats for the most desired items that Average Bards can get.
What we don't want is for people to get the idea that gamers who have used specific items to build exceptional avatars are more than willing to nerf those same items after they have access to the higher end stuff. This kind of think kills the game expectations for new players, quickly stagnating the server population.
