Good BP with an amazing proc. I'm not 100% sure whether it works the same on SOD as it did on Live, but on Live enchanter pbae stuns would generate agro regardless of whether the target is stun immune or not (read: undead). So having a proc like that is win/win since it generates agro, but can also stun against stunnable mobs.
I'm sure something along those lines can be worked out so that it doesn't make the BP completely overpowered, but at the same time makes it very desirable -- which it should be.
I would rather it not be an AE proc since that'd basically be a copy/paste of the SK bp. What exactly are Paladins lacking compared to other tanks? Think of it that way, because they certainly aren't lacking in AE aggro from everything I've gathered in this thread.
I'd also rather it not be a worn attack buff. If this was something that did take up a buff slot, but didn't overwrite something already up, would that be ok?
I know buff slots are a valuable commodity due to how limited you are with them, so I'll try to think of something aside from "just another aggro proc" but also keep in mind how precious buff slots are.
