First off, I agree 100% with outlawing the use of rez bots on raids. In most situations, a total wipe entails simply Mass teleporting back to a certain zone (PoAir/PoTorment) and having no trash to reclear. However, one zone strikes me as far too tedious of a reclear... DHK. Compared to Prison/Planar zones/Sepulcher etc, DHK has a rapid respawn rate. If you fudge a TR pull, or wipe to Zirvane and have the Wyrm hall repop, you are basically SoL regardless if you got a cleric out or not.
My suggestion would be to add an item, much like the Yinzara Locket from DFS, that would Mass Relocate everyone in Proximity to the Cubby in NDHK, formerly the PoMischief Entrance, near the Throne Room. It would not be entirely safe, with the roamer Wyrm Elite, and would not bypass the tougher aspects of an NDHK clear to Zirvane or TR.
Ideally, it would drop from Zirvane, to ensure the raid has already succeeded at clearing to and defeating the toughest mob in the zone. It would have a 30 minute recast, or so, as well.
Edit:: Point I forgot to add... currently loot rots from many of the NDHK Dragons save Skywatchers/Zirvane/Empress. However, guilds after Zirvane tend to kill all the nameds simply because they are close. This would also allow the lesser NDHK mobs to be left up for guilds breaking into NDHK.
