I know the council camp in heartlands is in the robot caves. When you finish the council quests in heartlands Researcher Delig tells you to check out the other council camps in Storm Sea, Shadowdale, and West Badlands.
What I'm wondering is where these respective camps are actually located within the zones?
I ran through Shadowdale for near an hour and only found guards roaming the zone.. no other council npc's. Any help would be greatly appreciated.
