I beleive it was Ally until the port neck / quest faction changes were put in some months ago, and then it was changed to indifferent or about there to complete.
It's not the faction requirement that makes it faction based. The "faction-bound" tag goes on items that are given to you by the faction, and thus are entrusted to you. Ytrazliarch is forged by the player himself.
