I have to agree with the above poster. The most painful levels for any character are the early ones. It should be noted that it is quite easy to find random posts referencing the lack of players, lack of players that stick around, and the need for groups. As a new player getting a cool toy from a high level player makes the experience more enjoyable. You aren't power leveling him, you aren't making the game infinitely easier, you are just giving him a decent item to help him out. Any player capable of getting a better item won't be in need of that generosity. In the end you may end up making his initial gaming experience enjoyable enough that he decides he wants to stick around - improving your community in the long run.
Personally, I like the original posters idea. His idea stems from the fact that as a high level player he wants to help out NEW players. That is how you promote growth. He isn't suggesting giving everyone a Soulfire, just an otherwise POS weapon that only a new player would ever consider using.
