I'm sorry, but I just joined this server and my first time logging in I get the locked thing. Is there a web based IRC link to the channel or do I need a client to join?

They are leaving the server down for a whole day so that no time zone can cry about server downtime being directed at them. This way we all feel included.

You can download and use a client or you can use this web based client.
