Which faction to join?

My search-fu is pretty weak.
I'm trying to pick a faction for a character intended to be chaotic neutral (my alt). Considering the factions are lawful, evil, and good, I feel rather stuck.
Right now I'm thinking toss some good points on in the latter stages of the MQ, join Blackscale, hope it balances, and absorb some chaotic points wherever possible, though for RP reasons, as much as I don't care about them, I wanted to join CoI. I'm really not sure how to get more chaotic points - the main here is neutral good and that is pretty clear-cut.

How would that help? he/she just wants to know what faction he/she should join to remain as Chaotic/Neutral as possible..

personally i pretty much just go SC all the way :p so far my 2 chars that do worship a god, worship Sihala, so SC works for me.. but as which is gonna get you closest to Chaotic i dont know..
 
For some classes (especially rogues) it is really easy to get chaotic points, due to pickpocketing and using the fence.

This would help cause some classes are able to get chaos points easyly. So if said toon is one of them, I'd recommend to just go SC (lawfull), and then max out on chaotic. Why mess with balancing good/evil at all if there is no need?

If said toon isn't one of the classes who can max chaos with ease, avoid SC at all costs.

Its a ranger. Aves. Already sworn to Enthann. Shouldn't be one of the classes that is so easy.
