As far as 1 handers. I don't think h2h weapons should have a level cap unless they drop from a 55+ dungeon. My reasoning? The lack of beastlords and monks compared to other weapons.
slash/pierce and other non h2h 1 handed weapons should only have a level requirement of 25 if their ratio is 1/2 level 35 for 3/4 and 55 for 4/5+
As far as 2handers... each "favorite" and quest 2hander sh ould be based first on its use. A caster staff with a good ratio should have a lower level requirement than a monk/other 2handed because the ratio is meaningless to the caster.
I think you have the right idea, but also take into account that a lot of the procs suck by those levels, either revamp the weapons to fit the level or lower level restriction.
For instance -- iced blade that 8/20 weapon with 5sta and a 15pt ice proc is not a level 32 weapon because of the stats alone. But lowering the ratio to 6/20 and taking off level restriction made that weapon more horrible than good. I just lost my interest in that, and now have to settle for crappier weapons.
The balance between level restriction and stats on weapons should be looked into as well as the balance between proc/ability against the delay ratio. Sure this is a lot to include, but if you don't want to 1/2 ass the job, it's what has to be done. When you want to balance, not only is it important to stress ratio, but also the advantages of gaining a weapon(ie. stats, procs, & effects/focus). Plus more lowbie weapon choices would bring out a better balance (Mastercrafted flood -- though this problem is the player's choice in making weapons) -- better ratios and better stats would make many weapons more pleasing to the eye as well as the feeling of actually gaining a weapon that would have the player feel it was a feasible upgrade.
On another note, tangent to this one, we need to look at the armors and what's important to each class. Having robes with str and hp and agi doesn't help when it has 2int and 5mana (just an example -- I don't know any robe with those exact stats.) Just something I believe the developers might want to look at. of course keeping balance in mind.
