It would make no RP sense and it would require greater numbers of lower-level players than what exists, I fear.

No thanks. They already drop frequently enough to function as a carrot and they aren't on infinite supply.

He may have just meant the flow of them in to the player base is limited by how frequent the war events are.

One thing I did wonder about was how looting was done in this last war. There are literally corpses covering the ground at the end of a wave and I know the GMs were having to hand out items (although this was also in part to people winning who didn't have lot rights) but I was wondering if maybe some sort of chest spawn system at the end of a wave might work better, much like how marching armies in ancient times would carry pillaged treasure or goods with them as they marched. I don't know if that really improves anything enough or makes enough RP sense though.

This is a more controversial suggestion but perhaps you could slightly increase the amount of loot dropped in the war for the first zone attacked then have the chance of things dropping reduced with every new zone captured. Sort of like the armies resources are being stretched thin. This might make people more inclined to give it their all right away.

This is already sorta in place as you have a better chance of spawning a named if you are defending a zone rather than liberating it (IIRC).
 
Wow, now that SK can fd...how cool.

The hood itself is quite nice about stats. And the clicky - although it's 1.5sec FD - has 2 advantages : no fizzle & saves a spell gem slot.
Tbh yeah it's awesome to me.
EDIT : and focused force affects magic-based lifetaps if I'm not mistaken (yeah I still don't have one :( )

Making a clicky is about giving someone the ability to do something they could not do before or giving them the ability to do something more conveniently. Neither can be done very often without seriously upsetting game balance, I fear.
