Oggok is safe for both. Grobb might be hostile if either has good alignment.

ok cuz i was gonna make a shaman with one of those 2 and i wanted to do the quests in grobb

Just because your not KoS doesn't mean you can do quests there (except faction quests). I know Vah have a good series of quests for beginners/shamans. Stay in your home town and surrounding areas.

Frogs are kos to Grobb and and a couple NPCs in Oggok. It's easily remedied with a chanter illusion.
