Something I have noticed for the Vah race is they start out with natural ability in sneak and safefall. I am not sure how this is handled with other classes but for the Vah bard the skills show up as the bard levels to attain them and have a high cost to put any new points into them. First hand I have experienced the vah safe fall working even without starting it at the bard required level (Jumped off of the tree house in kelethin without taking damage).

Right, racial skills like that don't depend on your class at all. You start with a 50 (I think) in Safe Fall and Sneak. I think this means that you'll be capped at 50 until you hit the level that your normally would get that skill, if you weren't a cat. At that point you can start advancing it normally up to 100 or whatever the class cap is.

OK, just checked. Cap if 50 for Safe Fall, so it's never going to go above that for you as a Vah Bard. Sneak's cap is 75, and you get it at 17, so ... at 17, you can start going above 50. I don't think you can pay to increase those skills, though, right? Also, you might have to train in it to get it go above 75.

Could be wrong, but I think that's how it all works.
 
Most likely it is just something that needs to be looked into correcting so that if advancement is possible, it can be done. In the case of my bard, I can not advance sneak at all because it is shows up as Level 17 as my current skill (like it would if I did not already have the skill). The cost to advance it is around 175 plat (which is incredibly high for that level). The safe fall is the same way, though irrelevant considering the skill vah start with is the max a bard can get anyway.
 
I found that I cannot use sneak as a vah bard (button just pops back up) but to put a skill in it, it asks for like 145 plat. I thought it was just a wrong number and clicked it, it did take the plat and set my stat BACK to 18 (i was level 18 when I clicked it). So from the default for cat being like 50 set back to 18. Safe fall is asking the same thing for level 24. I have a visual of what it looks like. I am pretty sure it is not suppose to be like that. Sneak was the same way as this, so don't be fooled the GM does want the plat so she can set the skill back, big amount too.
