At a certain point in the Vah quest line, in one of the optional side quests (that isn't so optional to at least one class), you are asked to collect a series of items, one of which drops in The Rust. From every source I've talked to who has seen this item, it appears to *only* drop from the rustwatchers (the "flesh" faction).
I would like to request that either the item be added to other faction's loot tables, or that the flesh faction be given a dialog that allows players to get access to this item without ruining their relationship with the rustwatchers.
