I had the opportunity recently to try out this AA that I believe is seldom used. For those of you who aren't in the know, Turn Undead is a Class AA for clerics. The first Rank (as I've experienced) deals 500pts of damage in the form of a PBAE. In addition, it also fears all the targets. It has a reuse of 1:12:00, this can be reduced with PoP AA's. (Note that it can only be used against the undead and has a Lvl cap of 55).
The Good
I love the dmg output. Haven't had a chance to experiment with the radius yet, but it's fast (instantaneous usage) and packs a good punch even on the first rank. I fight a lot of undead and can see how this might have some uses.
The Bad
There are, however, a few points that makes this aa unusable. Although a good portion of the zones aren't Fear enabled, I can see how if they were that this would make for a large mess if all the Mobs just started running for their nearest neighbours.
The Level cap is oddly placed as well. To have it only useable against low 50's mobs at lvl 65, coupled with the fear effect makes this a Farming Toy at best.
Possible Changes
I know that fear used to stun mobs early in WR's life. If this was the intent I can see how it would be much more useful, albeit a little overpowering. Fear could also be changed to a Root or a Mez of some form to park the mobs rather then scattering them. It's the fear aspect that is the majority of the problem and it will keep clerics from using it in any real situation.
I'd hope to see the lvl cap increase as well. Perhaps it could be scaled with the ranks, as many other skills are. 55 at first rank, 58 at second and 62 at third.
