I'd like to give a (once) end-game ranger's point of view on this:
I'm not exactly sure how hard the quest is, but 50 mana and an insta-cast, near-unresistable root is pretty sweet. I agree that its going to be the most useful in emergency/unique situations, which shouldn't really be happening every 10-20 minutes. I can think of a bunch of specific situations off the top of my head, and I'll share some:
MielechC: The 3 golem pull + Spectral Froglock/PH. There have been a ton of times where a ranger + someone else is on CC duty, and a resisted root was usually havoc and a half. These gloves would allow you to get a free retry on the root before 2-4 mobs are beating on you and interrupting your casts. Many other multiple pulls in MielechC apply as well.
Eldenals Castle: many instances where you have a room with a named + a few other mobs (sometimes they see invis). Suppose you wanted to root the named/one of the other mobs (for cc or aggro or just to make it easy for whoever would tank it). Considering that you'd need LoS to cast it, and they're probably close enough to start eating you up before you're done casting a regular root, this root would be pretty handy.
General raids/groups: I offtanked a lot on raids when there were multiple pulls. In this case, aggro is key. A lot of rangers dont realize how much aggro their spells can generate, and/or how useful this is. I tanked for almost all of the groups that I was in, even times when there was a 'better' tank than me, simply because I could keep aggro better. And when you're trying to peel off a mob on a multi pull and your snare gets resisted, you're left in a pretty crappy situation as the mobs start beating on someone else and you're waiting for the recast + cast + pray it lands.
So overall, you can use insta click root for the following situations and more:
1. as an 'oh shit' way of CC when something goes wrong or when you know you dont have time
2. to single out mobs, which is very useful if a bunch of mobs are clustered together
3. to get some additional aggro and maybe a free summon so you can start meleeing sooner
As for the problems with this clicky in specific: an 18 second duration is ages. Its not meant to be a replacement to your root (ie. you'd still want to keep your best root memmed), but rather as a supplement to it. Take some time right now and count out 18 seconds... that wasn't exactly a finger snap was it. I can think of a thousand and one things I could do in that 18 seconds that would benefit the group (kill something else while the enc mezzes it, re-root the mob with a better root, debuff the mob, run to the zoneline, etc). As for the recast timer w/ no way of knowing when it would be refreshed. The clicky on the gloves is a luxury, not a lifestyle. You're not going to be using the effect every pull, and if you wanted to then that effect is pretty damn useful. Rather, you're going to want to use it in those specific instances where (most of the time) you know beforehand that you're going to need it the most. And those usually dont occur every 10-20/whatever minutes. You know when its useful when its been a while since you've used them. Keep a timer or something if its that important to get an exact timing.
Giving it a cast time and lowering the resist makes it pretty much just another regular root that you have. Thats not special at all since you'll just be able to do something you already can, without the mana cost.
