Target click shows help, won't go away!

as per title, i've tryed clicking it off. even going though all my toons one by one clicking it off.

it just keeps on coming back no matter how many times i click it off under options, i know there is a way to turn this to off by editing the chars UI but i just can't seam to find the line. could anyone help me out?
