There's a few exceptions to the buff rule. Relic: Jayla's Boon is an exception, I don't know if there's any other.
Clerics have a chance to crit heals without any AAs.
(I think the 10 second med rule was changed to 6)
Snare makes the mob pay more attention to people in melee range -- to prevent agro kiting.
The combat styles (found by #style) is a replacement of discs.
Damage shields counts as damage you've done.

On the buff rule.
The limit after level 30 buffs is that the buffee can't be more that 20 levels away from the level of the BUFF they are recieving, not the player who is buffing them.
Also, I know that all Relics are exempt from this rule, and I have heard that Ancient spells are as well, but I'm not positive on the Ancient.
But other than that it looks good. Now if only new people could figure out how to read the forums so we don't have to answer all this in game all the time.
