Siver Crown faction quests in Sea of Swords

Maybe this works as designed, maybe it doesn't so I'd rather ask.

Background is to provide info for an educated answer.
I am an Iksar (start dubious to many).
I followed a Grobb quest that asked for Trader Talmin's head, so I had to remove his head from his body...
I discovered that Talmin's friends (The all mighty Silver Crown faction) now wants to do the same thing with my head (I moved to threatening /con).

I have been looking for pirate earrings in the Sea of Swords for the last 2 days.
I did 2 turn ins to Sergeant Silyna (?) both time under a "fanatic" illusion for a little over 60 earrings and also one lizard headband.
For each turn in I got money but did not see the message "your faction with SoandSo got better".
After 3 bags I am still in threatening /con with the Silver Crown.

Are these quests working as intended (ie it does not announce faction improvement but does give some) ? In which case I will go back to slaughtering pirates.
Or was the faction improvement removed and I have to find another way to raise my faction ?
Or is the Information on the Wiki wrong and there is no faction improvement at all ?

When SoS first went live, both lizard headbands and pirate earrings gave a faction hit.
At some point, I turned enough in to get Ally, and then knocked it back down to Warmly.

I turned in both (headbands and earrings) yesterday hoping to fix that.
A bit of coin for each, but no faction hit on either item.

Dunno if it is a bug, or an intended change.

All methods, for now. The quests that used to give faction were left in though so that they could at least be completed for exp and items/coin, it's just the faction increases that were removed.
