Safe Spot Area in EPlaguelands

I'm under the impression that the safe spot experience penalty exists to prevent players from exping next to zonelines. Eastern Plaguelands does not follow this rule. There is an area from the "tunnel" to the Freeport zoneline that is classified as a safe spot area but is very far from the zoneline. You can be in front of the tunnel and a 20 second run from the zoneline and still qualify for the safe spot penalty.

Is this a bug? Is this intended because there aren't many roaming mobs in this area?
 
Code wise I've never been able to figure out why EPL is like that. Maybe I'll unlock the secret someday.
 
This has been this way for some time, and has been brought up a number of times. I think it is one of those great mysteries that maybe some day someone will figure out, but not for now :)
 
I posted about a very similar problem in my thread called Some thoughts about Freeport. In there, I mentioned that when you zone to Freeport from Plaguelands, there is this ginormous field, and the whole thing has a safe spot penalty, all the way up to just inside the gate of Freeport itself. You actually have to pull the mobs at the gate into Freeport a few steps to avoid getting the penalty, you can't kill them where they spawn.

Has been this way forever, I know, but would be nice if it could be sorted out, for the sake of both these zones.
