Rogue guild faction in Newport

Does anyone know of a way to raise this faction? Somehow I'm dubious and I can't remember what I did. I'd like to raise it so that I can actually do the hood quests.

I generally like people more when they give me bananas. I just followed a bit of deductive reasoning.
