Remove 30 sec med downtime restriction when not in combat

In the med change thread (which seems to have disappeared; it was in the Balancing Discussion forum wasn't it?), the discussion led to a 30-second-after-cast downtime on meditate to allow the ability to recover mana while "in combat" when mobs were rooted/mezed, for situations where things have gone bad.

Would it be possible to make the 30-second-after-cast downtime only apply when "in combat", and have meditate immediately available after casting when no longer in combat? The way it is now, if you top off the tank after a battle to be ready for another pull, you add additional downtime without mana regen. Since the med changes were made to reduce between-battle downtime, this change would further that goal without affecting the situations the med pause was put in to accomodate.
 
um, dont you get regular mana regen + all mana regen effects/abilities even when in combat and only get the "super" regen when not in combat?

You only get regular mana regen in combat 30seconds after casting a spell, and super regen out of combat.
