Reaching 65

I just recently had two characters level to 65. The sixties suck. Occasionally I see people announce their new level. So I thought it would be cool to have the system automatically broadcasted a server congratulations message when some reaches 65. Hopefully that doesn't happen enough that it would be annoying but I thought it would be nice for the user.

I always thought town criers would be a cool thing for cities that you could expand upon in a few different ways. Maybe they could announce this periodically for a short time, you know nothing extravagant, like a "Word of [Player]'s battles in [Zone Name You Hit 65 in]" or something like that.
