Rain Spells and Crits

I was scrutinizing some recent logs and some data jumped off the page and bit me on the leg. I have maxed crit AA's (SCF3 and Fury of Magic3) and was also wearing a Summoned: Locket of Searfire at all times. This data was collected on a recent PoAir raid and ranged from blue cons to Sultan and Seductress. There are 2 possible explanations for the data I'm about to present:

A) rain spells have an innately lower chance to crit or
B) the summoned: Locket of Searfire does not work with rain spells

Direct Damage spells:

Archaic: Sun Storm
1 hit for 728
20 hits for 2256
11 hits for 2512 (bard song focus)
5 critical hits for 4512
4 critical hits for 5024 (bard song focus)

The other mage on the raid:
Relic: Bladewind
27 hits for 1983
10 hits for 2154
7 critical hits for 3966
3 critical hits for 4308

19 crits in 91 nukes is 20.9% crit rate.


Rain type spells:

Relic: Storm of the Elements
142 hits for 1112
50 hits for 1237 (bard song focus)
1 critical hit for 2090 (partially resisted)
17 critical hits for 2224
5 critical hits for 2474 (bard song focus)
# of crits: 23

23 crits in 215 nukes is 10.7% crit rate.

I have scanned back through previous logs and the crit rates are always +/- 1 to 2% to the rates observed in this most recent log.

From the same raid, I've also got statistics on the various wizard nukes. I'm 99% certain that all the wizards present were wearing a Searfire as the ones present are pretty religious about pestering ME to summon one for them prior to the raid getting underway. And they all also have max crit AAs.

66 criticals (including ultimate and primal) in 226 nukes is 29.2% crit rate.

Comparing the wizard crit rate to the mage single target crit rate there is about an 8.3% difference. Considering that wizards get innate crits while mages have to use AAs, this difference is probably very accurate and justifiable. However, comparing the wizard crit rate to the mage rain crit rate we get almost a 20% difference. Since mages do not get any type of aggro reducing abilities such as concussion, jolt or FD we have to be a bit more careful with how we dish out damage. Using rains spells, with their 1/3 lower aggro vs a similar dmg single target nuke, is ideal as it allows us to start contributing earlier and we still fall far behind a wizards total dmg. But a 20% difference in crit rate? This seems blatantly out of balance and I would greatly appreciate it if this could be looked at.
 
Any single wave of the rain spell can crit. And since each wave can hit 2 targets if they are in close proximity to each other, it is possible to get 6 crits from one cast. The best I have ever done is 5. Given that I can only crit ~10% of the time, landing 5 of 6 for crits is a pretty rare and amazing thing.

I've believed for a while that my rains do not crit as much as my single target nukes. Whether or not it is intended, I believe that's the way it is. Additionally, I never ultimate'd with a wave.
 
Can we get some feedback from the devs, please? Are rain spells and targeted AEs supposed to have a lower crit rate? 10% difference (which is 1/2) seems a bit much. Or, is the Summoned: Locket of Searfire not working on anything besides single target nukes?
 
I've been parsing Raliele lately and she's got max crit line + searfire neck and my logs resemble nearly the same percentgages ( within 1% ) of garluk's findings. Rain crits are 10% ish of the time and single target ( like relic: bladewind ) are roughly 20% of the time.

Is this intended?
