Quest: Those who fall far (Refuge)

Is this quest from Rorlna the assassin in refuge; where you assassinate wandering mobs in DL/PL etc, suppose to give tokens for each turn-ins? Cuz apparently your suppose to get 1 for each and i've only gotten 1 after 3 turn-ins. Thx again
 
Anyone know for fact you get 1 token per target for this quest. Plz i'd like to now if my quest is bugged out or not, cuz it sure looks like it. Thx
 
I think I got 3 on my last turn in. If you dont petition. its a good quest line but it has some buggy spots.
 
i still need to do this. i got mad at the harvester when i sicked in my doggy pet and i healed it once got aggro and harvester hit me one time and my DS was enough to cancel out my efforts:( ill be doing it again soon though and ill tell u if u get 4 or not when i finish it if u havent found out by then.
