Journal says to get help and kill Talin for Giyers head. I have A Gruplok Skull and Stalker Gelizal returns it and says he is to preoccupied.
 
TYVM Marza for fixing this for me! If your having same prob, I managed to mess up my turn ins, and somehow got flags screwed, my bad! Please read all quest dialogs and make sure your doing turn ins proper! =3
 
I'm sorry to bump this old thread, but have anyone seen a wandering skeleton or Giik for the Shattered and Broken quest?
 
That spawn tends to bug out and disappear entirely until the zone resets. Try after a patch or after remnants crashes and comes back up.
