Procedure/Rules for character rebuilds

I know that when you are login bugged, it is possible to get yoru character "rebuilt" if other things dont work, or only work temporarily. However, I am not sure on how you would go about getting this done. I know that we are not supposed to send any tells to Wizzy, but it is my understanding that Wizzy is also the only person that can do this. Should we petition and wait for it to be elevated, talk to other Guides personally, anyway, any info to clear this up woudl help me, im confused. I do not need a rebuild myself, but I have a friend that keeps getting login bugged quite often but is worried about this subject.

Any GM can perform a recreate. You need to petition in game or get ahold of a GM in IRC. There are no Guides here. :p
 
Yes he is a shaman, and did clearspells about 3 times, but even after buying minimal spells, would be bugged again if he zoned or went LD with buffs on.
 
If he clears his spells, and don't buy, does he still get bugged? If no, then make him try to just buy one spell at the time, and then zone a couple of times untill he finds the one that bugs him.
