Problem with first parts of MQ

I tried starting my main quest. Got to where i had to learn the stories of everyone. When i learned everyone's story i went back to the quest NPC and hailed him. It told me i had talked to all the people, but he wouldn't let me continue to the next stage.

I'm also having trouble with Newport ring 5. killed 7 enraged and kill the named but only hailed 7 cleansed worshippers. Hasley wont take the head/vial/ring and the vial wont cleanse any more worshippers

What level are you Meso? Main quest is level restricted. I was 18 when I did that stage and couldn't get the continuance until I was over 20 (think I was 22 when I went back and got the continuance).
