Not abandoned, but the webdev that was working on it is no longer with us. We have (or had, its actually nonfunctional now due to a number of reasons) a gmtool that would list everyone in a certain guild, and its functionality was being expanded to manipulate the individuals in it, but its more or less been defunct for a while, and no attention paid to it.
To be honest, having a public tool that allows manipulation of guild members while offline would require maintenance, as far as setting up accesses and the like, which no one wants to do. If this does go back into development, it would most likely be similair to omni, in that, the public page is just informational. Though Miitru has been doing great things on the web-side, so I'll bring his attention to this post. And let him weigh in.
