New Zone Modifier

Not sure if this is the right place but I got question, or more appropriate a concern about this.

Here is the Scenario : I went into Halls of Mailech(sp) and leveled up a bit, got to -25 old zone penalty, then i went over to the Temple of Yalrath (sp) and got to the -25 old zone penalty, so I moved on to the Warrens and got to 0 modifier, then moved to First ruins and got to negative 25, I also did Shrouded Island to -25 and Bankak Mines to -25, finally I hit Kaladim which i think i am now on -10 modifier.

Last night i ran to Temple of Yalrith to check my modifier (someone told me it resets after a bit) and its still at a -25. I wasnt able to find anything specific about these modifiers and wanted to know if these modifiers are permanent , if they do reset, and if they do reset how much time do I need to spend away. I am traveling around alot but sometimes its nice to go back and I hate that negative modifier hovering over me after 2 or 3 weeks of not being in a zone. Especially since there are huge parts of those zones I have yet to explore beyond the lower level parts.
 
It is not permanent. I have left several zones when I got the +10 percent bonus message and returned later to be surprised at killing a mob that is dk blue and get the +25 percent bonus message.

For instance, I xp killed in Wyvernfang Coast as a young monkster until I got the +10% bonus modifier. I later went back so that I could farm the wyvern hatchlings and young wyverns for earrings and hides. I noticed that they were still mostly lt blue and that the wyverns were dk blue and I was pleasantly surprised to get the +25% bonus message when I killed my first wyvern, needless to say I stayed there killing the wyverns again until I got the +10% message again. Got almost an entire lvl of xp there.

If it is supposed to be permanent then there is a bug that needs to be addressed... :)

That was my experience with Meilech and Yarlith. I visited the zones at lower levels, left and did not return for quite some time, only to return and find out that my bonus was back up to 25%.
 
I believe each time an adjustment has been made to the old-zone modifiers (and there have been a few), the timers have been reset. Could this explain the behavior you're seeing? I've not found anything that says they reset after time, and some posts by Wiz which imply (but don't state explicitly) they don't. This was discussed extensively here:

Which is kind of a shame for some zones with many levels of content. I'm probably close to the negative zone mod for First Ruins, yet I doubt I've seen more than 5% of the content.

If this is true in that you dont get -10% bonus untill you've achieved 600% xp then this system is seriously broken. On all of my characters in every zone in all circumstances (those being powerleveling, solo leveling, group leveling, and group powerleveling) I've gotten down to -10% xp bonus right after i've gotten maybe 2-3 levels. Thus half of what is is supposed to be according to Guiardo's excellent post foraging skills.

As a serious suggestion would it be possible to change the xp bonus back to a timed thing? Or at least change it back to where the bonus will slowly come back over time? Because realistically say you get to a -25% old area penalty, and you leave for 10-15 levels then come back to the old zone because it has content suitable for your new level, then the zone isnt exactly old to you anymore, many things could have changed in that time. Think about leaving home for several years for some job out of state, then coming home to see your grandparents or whatever. Many things have changed. Seems to make sense to me anyway. :)
 
I have plans to let modifier fade after a certain time, the problem lies in the technical side of implementation.

The problem with this was it is unfair to people who gain xp at different rates... a soloer is going to hit the old area penalty much "sooner" (in level terms) than a full group tearing through mobs.

Agreed, even if the zone hasn't changed at all, the area you will be exploring and the things you will be killing will be different. First Ruins is a perfect example of this, you can hunt in different areas from 20ish through the 60s.
