Just on the side it's been mentioned as lower Thaz / lower ToT difficulty. I wouldn't say it's way ahead of Prison - and it's tough to say which is harder after farming all those zones for a while.
We're in an era of SoD where there's a lot of new people, they arrive freshly to Prison and aren't usually around for long enough to have the 200k you're mentioning. This staff will definitly won't be useful to a toon that has been around for long, has many alternatives about range/bane/reagent increments, FT , resists, clickies etc. But people that need gearing up ? damn they just use it waiting for more.
I won't deny this lacks probably hp or STA (I'd go for sta cause if we cap FT at this tier why not cap STA, then it becomes less of an advantage in practice) and this is pretty much the common agreement. Otherwise, for casters a pretty common combo around that tier I see is Irandos/Tansa wand. You get less mana but much less hp, same CHA , about same resists or close, on top of a defeintely good focus (aside of chanters maybe) and a lower one. I would probably prefer the 2 pieces , but you gotta kill both mobs that drop them, they need to drop, and you need to be awarded these items which doesn't always happen unless you're the attentionwhore of your guild. I'm pretty much just pushing one arguement that has been said up here : it's easier to get one item than two but less rewarding.
Now I think the discussion of this item is kinda moot considering that the elemental dmg on iit give quite an advantage for the classes that can use it - but there will always be peops to bitch for better.
