With Arch Lich yes. However there are many improvements that can be made that will greatly help your "Mana Endurance" Examples include aquireing Master of Death, picking up a mana conservation item, some perma buffs, a few FT items, etc...
 
I have zero issues with mana with Fellblade proc + FT 13 + Relic: Master of Death up. I can cast Relic: Cremation of Malath and Caress of Sivyana and be FM, during battle, before they run out. Really not an issue.
