I think the issue is more to the effect that due to GD being unpopulated, that NPCs that would normally wind up in thurg, end up in tox now. It comes as a temporary issue, that i would assume will eventually be fixed, although, the "evil" race class combos, should be used to this by now, as various diffrent issues have been occuring in that area.
If GD cant operate adequately, Then i submit, add some npc's in the mine area of thurg, with 1-5 mobs. or CC. either way it would allow for dark npcs to return to thurg.
