Necro NPCs need an adjustment

Light blue, and even green con necromancers seem to effortlessly chain fear players. Both the chance to land and the duration of npc fear needs to be adjusted, imo. Lands way too often, lasts way too long. By virtue of level alone these spells should be resisted outright, without even accounting for my MR items, buffs and AAs. Meanwhile, my fear is resisted almost every time or it breaks immediately after landing.

This was fighting witches in Obsidian Shard mountains on a mid 50s necro.
 
at the same time. mobs that cast "complete heals (20000 hp)" need to have a lock-out timer on recasting again so quickly. nothing sucks more than trying to kill 3 storm giant nobles or other similar mobs and watch them chain heal themselves till out of mana cause weapons with manadrain procs are not common (or decent in proc rate or drain ammount)

At least you can do something about fears stocking up on MR/Mindshield gear,now what really sucks are things like the cavern
spiders in CC which chain cast an unresistable cold based root leaving you immobilized after *every* single spider for almost a
minute.
