MONK - Tail Rake and Eagle Claw Effects

Does these skills have some sort of a effect when it proc?

I saw a massage when i was duo'ing with my druid that says :

Rake of the iksar has worn off

and im sure Eagle claw also had an effect anyone know what does the effect do?

when do these actions start to work?

is it a proc like effect? skill need to be so high?

certain level?

I believe these start at level 35. I always used my latest special attack leveling up and did not see a proc up to getting flying kick. After maxing flying kick I started playing around with these and saw the procs going off regardless of skill level. I think I was 36 at the time.

It's possible it starts anywhere from 30-36, but I think I read somewhere else that they start at 35. That seems likely.

I love these effects. Too bad they don't go off more often!
