Monk proc bug?

Hi all,

I've got a 38 monk. As a dual boxxer, I rely heavily on my lifetap proc.

I noticed for certain fights i'll be completely shut out of my ability based procs. It's annoying, random, and I don't seem able to reproduce it effectively. I'm in the right style (defensive), and my discipline is above 40%. I'll mash eagle strike, and it won't proc at all until the next fight.
