After the item nerf, these shoulders are hardly any better than the Lower earth shoulders, and Lower Earth are arguably better for some classes. For the difficulty level of each encounter, it seems the Upper Fire shoulders just seem to be lackluster compared to the Earth shoulders.

Basically you gain 5hp 4ac and 20sv fire from fire, and lose 4 damage reduction 2 stun resist and 3 dex 80mana from earth. Seems something should be added to the fire shoulders to make them an "upgrade".

Also, the fire shoulders are a lot more rare than the earth shoulders.

This is true, however, Ghuros is pretty irreplaceable unless you have a ton of crit strike elsewhere. Really these are tank shoulders or bard rot. I think a slight increase in mana/hp/ac etc. would make them more appealing over the other options.

Meaning a ranger soloing/exp grouping but it is odd how it can be such a toss up between upper fire shoulders and lower earth

Maybe even adding a reasonable amount of mana to these would work. Most of the classes on here can make use of mana, but it doesn't overpower them. I would rather see a few more hps and ac, or something that sets these apart from earth shoulders.

No, they were just huge resist brick shoulders that got toned down slightly in the item revamps.

Ah that's true. 20 FR is still really nice - etched earthen have no resists at all.
