Is the clicky on this helm targetable? or self only? (I never used one)

I'm curious to know because of the new enchanter spell changes in that spell line.

In light of the new chanter spell changes maybe it could be made to be a targetable clicky?
It would make the clicky effect quite nice to have for the plate classes.

The Rampage effect on the item (and others with this effect) should remain unchanged at least at this time as far as I'm seeing while updating the wiki.

yea they only look like the same spell in reality they are not!!!!!
