So, the introduction of the contagious disease code has definitely added an interesting--if not entirely pleasant--aspect to visiting the bank, but people who unknowingly or, even worse, intentionally just sit around in banks to infect other people need to have some reason to not want to do this.
Why not make diseased individuals (visible diseases in /cm stats) killable in towns, as if they were pvp-flagged? It makes sense that guards and other protectors would not be willing to let plaguebearers just stroll around town infecting everyone, and with the recent addition of the dark rot, the motivation to kill or be killed seems all the stronger.
Making people KOS to guards seems a little extreme, but allowing players to kill indiscriminate people who are just mindlessly infecting others would be a good deterrent. Level restrictions might be a reasonable addition to this, as well.
This may be not be the most elegant way to deal with the diseased but, short of constructing leper camps, it seems the only reasonable way of deterring people from wanting to screw everyone else over.
