Looting from other folks' kills

Hi,
I would like to request a change on the way looting of other peoples kills is being done. Currently, if someone is close enough to you when you kill a mob they have the ability to loot it. I'm not sure why this was implemented or when because I don't remember it being this way. It seems that folks have a good 30 seconds or so to loot the mob before they get the message that they can't loot this mob. Sure, they cannot loot a no-drop item, but they can loot plat and any other item on the mob. I think this is backwards. It probably should be that the group that kills the mob has 1 minute or so to loot the mob before an outside source can loot it.
I really can't see the benefit to the current system. As an example I was killing giants from a distance by blasting them. If I was too close to the mob then they would interupt my spell. Someone else stood by and looted the giant just as it was falling. I realy don't see how that is fair. A GM pointed out that I should've taken a screenshot but that isn't really the point of this. I just think it seems strange that other folks can loot stuff from my kills.
If possilble, please look into this to see if can be changed to the older system that I remember, where the person had to do atleast 50% of the damage to the mob and still be in the zone to be able to loot it.

One time a few years ago some guy was killing the ice giants outside EC. I ran up and looted his ruby crown on my lv 35 mage and felt myself quite rich. Would do it again.

You can only loot droppable loot within 30 seconds or so if a mob being killed (maybe it is longer/shorter, I haven't done it in a while). I used to grief Finster and steal his Ice Kobold Furs whenever he was in my zone.
 
I think this is the problem. Why is this ok behaviour? If it is a client issue then I understand. If this is something that can be corrected I believe it should. What makes it right to loot someone elses kill, especially before the person gets a chance to?
 
I have been saved from rotting a bunch of loot due to this mechanic and the server deciding to randomly axe my group members when I am camping mobs.

I know that much hasn't been added to this in the last 3 weeks or so. I was wondering if this has been looked into. If possible, could a Dev post the reasons why leaving it the way it is, is a good idea. I really can't see a good reason for allowing other people to loot one's kills.
I would understand if it is a client issue, but I don't believe this is the case due to it being different a while back.
