What is that forum section that every post is locked, but it has no posts in it?

Just noticed last night....or today, can't remember.

What is this section, if it's intentional.

I believe its for threads that hold great information but otherwise wouldn't be found without searching. A sort of archives, so all the best information can be stored and easily accessed.

Might I suggest moving that monk fists damage table thread into it? Atleast the original post, the comments afterwards are negligible.
