I'm having trouble finding the Brugwhar Scribings from Hulking Brughwar's for the first aug. I've cleared the castle with the hulking/shimmering brughwars about 8 times now and not a single scribing has dropped. I got enough claws to hit ally with othmir already. Is it really rare? Am I just unlucky?

i just so happened to get a Brughwar scribing LAST NIGHT! so i can absolutely confirm the fact that they drop in the castle.
 
Man, I will have to head back! It was off a hulking? I thought it was perhaps because I was not yet on that quest part. But I had not yet done a quest that required me to be on it to have the quest piece drop.
 
Just finished a long stint in Kings Pass. Killed about 150 undead pass guards and no journal. Going to turn in my dwarven artifact and dusty book and get the next part of the quests and see if that changes anything.
 
Keep in mind that you have to be flagged for each part of the quest to get the shit to drop.
 
Ahh! I figured as much after SO much clearing it had to be that.

Is this a new thing for quests being developed now? Sucks having to go back and forth for turn ins, even though I realize it keeps mobs from having like 7 quest drops. Glad I have a gate neck to the zone =P

It's pretty randomly inserted. Quests as far back as the Marlow Deity quest had it to an extent. Far from a rule, and pretty arbitrarily done.
