Not really because its a game that's over a decade old. Before you could buy deepmetal and skip a few tiers, this really isn't that much different. Shit, you can skip a lot of stuff by murdering Cmal anyway so it doesn't really break my heart to see PoAir and the likes empty. Nothing stopping you from forming the groups if you can get the forces together if you don't want to shell out ~20k+ to skip tiers. People are going to take the simplest route they can for the most part and it doesn't get much simpler than buying stuff people are going to vendor and/or using ringers to scum your bad alts/mains into content they don't belong it. It's just the way it is.

It is not practical to go back and update all content once a new expansion is released. No MMO really does this, and in general I would never expect it from an EMU. IMO, It also discourages people who come back to SoD for SoD nostalgic reasons.
I always thought cmal3.2 should have a * version for this reason. It was an important 6 man boss but now it's never up and done by people on tier, which is a shame.

Plane of Frost has a couple of sweet piercers, actually. Icegouge and Resonant Icicle. First is a T8 mob, second is a T9 mob. T7 to T9 is all the range for most of ToT, meaning you can do the quest for Stoneculler, though sadly it is a secondary only weapon. 
Sadly, Tot lacks other weapon choices, the underwhelming Bonesunder from a small chest being the only one.

I sported http://wiki.shardsofdalaya.com/index.php/Longblade_of_Phantasmal_Frost in ToT forever until I got the stoneculler. Tier 6-7-8 is the time to upgrade the offhand I say!
