Level 49 shaman spell. Adds only 150hp, and nothing else (I don't think)
Talisman of Altuna
level 44 shaman spell. Adds 250hp.

HoS added str, 240ish hp and some dex, i think, on live.

Is the downgrade from 44 to 49 spell intended, or a mixup?

Oh yeah,
Shaman DoTs still do full damage in PvP per tic as well, though the initial damage is reduced normally.
