Hello I have a level 36 cleric and I'm far from being an end-game cleric so if this idea sounds silly go ahead and ignore it. (I have no way to take into account proc-rates since I can only use wiki spell data so that might play a much bigger role then I'm taking into account)
I've been looking at the spell lists on the wiki for the cleric and noticed they get hammer of the gods as an ancient spell. I've talked to a few clerics and they say it's a great item that adds a great amount of dps.
However with end game raid weapons and other priest classes getting melee dps illusions (Spell: Form of the River Keeper) I was thinking there could be an upgrade in the future for the cleric hammer. Also it would be nice to have a hammer upgrade to look forward to while raiding. *Edit: Also I think since druids are now the masters of Heal over time spells, I think it would be nice to give cleric a little bump somewhere else.
The hammer could have a better ratio, maybe an increased proc damage, and/or maybe some other neat effects. I also read there are limited number of spells they can add or something along that line, so if this did happen the normal level 60 hammer could be changed to the new one. (Or perhaps change the ancient hammer and make it a relic, and then keep the regular 60 hammer; that would scale better)
Comparing the best cleric hammer and the best dropped priest 1-hander that I could find. (The cleric hammer has a much worse ratio, but much lower delay, so not sure if that would be beneficial or not. The proc on the cleric hammer is 250, compared to the 1150 damage proc on the second weapon) It looks like they would be close though if you consider that the cleric hammer will be getting a lot more procs, however they will be for less damage, and the regular white hits will be for less.
