Group XP

Light blues give decent exp to a solo character but not to a group. Your experiment would be more accurate if they were dark blue to you.

Hmm, this testimonial kind of contradicts what was stated above.

A 65 killing a DB with a lvl 1 in the group would not mean they get exp as a 65 would, they would get exp at the same rate in a certain percentage. So 1% to a 65 with a lvl 1 in the group would be 1% to the lvl 1 in the group as well.
If you were getting 1-2% exp per kill, your lowbie friend should also be getting 1-2% exp per kill.
 
It would, if you had chosen not to read what I said. Light blues gives good exp to a solo character but shit to a group. This is to allow for crappier characters to truly solo at similar efficiency to a duo, or something along those lines.
