Due to the new part of the Main Quest I have good faction with Blackscale, and decided to try to do this quest. I killed Talmin, Silyvta, Hasmila, and Gorun, and returned their heads to Malika. I received the four bounties and tried to turn them in to her, but she only returns them. Hailing her only prompts her to give the same quest text.

EDIT: Just re-read the first page, and it seems now you have to do all five bounties? If that is the case then I guess Coordinator Malika's text needs to be changed, since she says "if you successfully collect four bounties, I will gift you an additional reward for your service.
 
OK Lunaferian did in fact get the 5th bounty and the quest giver now gives the neck item. Quest text needs to be changed I guess.
 
I've corrected this, hailing her when you have done either talmin or ulger (and the other three), not both, should now work.
 
got my necklace this morning just after Wiz fixed it.. killed Gorun and headed to Grobb for the fourth head turnin and hail.
 
i just got completed this amulet quest 2 nights ago, so it works still, although maybe not correctly. The text from the coordinator said that after i collected 4 bounties i could hail her for the amulet. I got 4, hailed her, no amulet. So i went and got the 5th head, happened to be Ulger for me, i turned in the 5th head, then hailed her and she gave me the amulet.
