This item drops off The Forest Gloom, a T11 6 man encounter in Remnants of Ikild. In theory, this item is awesome! Lets check out the worn effect.

Effects (from parser):
Slot 2: Increase Current Mana by 2 per tick
Slot 3: Decrease Hit Points by 2 per tick
Additional notes: The first in the Necromancer Lich line of spells. This powerful spell line drains your life for an equal amount of mana per tick. Later versions also give you an undead illusion, which can be a blessing or a curse depending on who you cast it around. The lich line is notable for not stacking with the Enchanter Clarity line of spells, but most other mana regen spells, such as the Beastlords Spiritual Bliss stack just fine. Dark Pact has no illusion, and drains 2 hp for 2 mana.

In theory this worn effect should effectively make you lose two hit points and gain two mana every tick. However this is not the case. With ONLY Gloomshroud and NOTHING else equipped and NO mana regen buffs, the character Wealwawn gains 7 points of mana every tick. Completely naked and with NO mana regen buffs Wealwawn gains 7 points of mana every tick. So, even without JB and under the flowing thought cap, the worn effect does not work.

So, lets look at a back from a tier before this one.

Gloomshroud has 5 more mana and hp. It has 2% spellward. It has 12 total more resists. It has 3 more int and a 7% magic focus.
Dusty Drape of Protection has 15 more agility, 13 more ac, and 10 more damage reduction.
The only major thing that Gloomshroud has over the Dusty Drape of Protection is the magic focus. However the Dusty Drape of Protection offers 10 damage reduction and 13 ac which can be very important in and out of raiding. The spellward on the Gloomshroud is negligible considering many items recently gained spellward.
So I am at the point where I would rather wear a t10 back that is much easier to attain over a t11 back,

I have a few suggestions.
The first is to take dark pact off and just straight add 1 FT.
The second is give it a brand new worn effect
[Gloom's Visage] 25?? attack and Ultravision or something neat
The third is to fix the current worn and make it either give you
A) 1 or 2 over cap mana regen. Extremely powerful and irreplaceable, don't ever see wearing another back if this was the case.
B) Work as non over cap mana regen, effectively 2 ft. Would be really cool and probably worth wearing full time over the drape in that case
C) Work as 2 mana regen when you don't have anything on the enchanter or necro lich line. Not too useful considering there is better or equal clickies from pretty easy mobs, like the Withered Flameseer's Scroll.
D) Take the worn effect completely and tell me that 7% magic focus> 10 damage reduction+ a sizeable tier gap.
 
I really try to avoid these item comparison threads, but I feel I should chime in on a prong of your reasoning. Be prepared to defend the claim that The Forest Gloom is a tier more difficult than Thazeran. It is what the wiki currently says, yes, but if this thread yields discussion, that point will eventually be challenged.
 
Gloom is harder for one reason honestly, Thaz can be carried by 1 good SK/bard/druid something kitey, gloom everyone's gota be relatively good at pushing buttons to win, or you can just over tier them both and that argument is invalid as i'm sure someone will point out.

You are missing the main point of my post. The item has a worn effect that is not working and as far as I know has never worked and is the main focus of the item as far as everyone I know atleast in my guilds point of wearing it itemization wise. That back is one example of many, and was used only because it was lower tier.
 
or add 20 mana since saitha cloak has the ft

edit: or actually maybe just add 10 mana or some resists since its already insanely good for a t10ish mob

The effect hasn't worked since forever and I have know that since Nwaij had it. Its honestly just a flavor effect, nothing more.

Actually I made the item work with Dark Pact which would have been mega OP obviously but when I found out it didn't work I decided the effect name fit the item name so I was okay with that. If it really offends people so badly to have an effect on an item that does nothing I can remove it.

Suggestion - make it work but only out of combat.

Random thought, since this is a "shroud" is there any chance this could be a shoulder or back slot item? Probably a long shot, but I thought it was worth asking.
